Blocking aoo in the background

So I was at the waiting room of the doctors office today so I had time to play with the phone. Anyway got to looking thru help stuff and found a problem. This is on a Nokia 1020 running windows 8. Any way it said to block and an app from running in the background go to settings and then to apps, and from there you can check the ones you don't want to running in the background. Well my trouble is under settings the is no apps listed to click on next. Now this is the nokia help stuff I'm looking thru so you would think it was about their phones so i don't know if this is a windows problem or nokia one. Would be nice to get anything that needed the GPS to not run so it won't run down the battery
